      中小尺度地区后备建设用地开发潜力评价是优化国土空间开发格局和促进中小城镇有序发展的基础性工作。基于后备建设用地数量、质量以及空间分布等多维要素,构建县域后备建设用地开发潜力评价体系,并以长江经济带中游武汉城市圈团风县为例进行实证研究。结果显示:不同维度下的后备建设用地状况差异显著,多维综合评价体系能够有效衡量县域后备建设用地开发潜力综合状况。具体而言,现有土地开发强度下,团风县后备建设用地数量状况较好,总面积达9475km2,人均约278m2;但质量状况总体较差,高、中等后备建设用地数量少,分别仅占总量的1481%与3195%;空间分布上,部分后备建设用地距离集镇较远且分布相对零散不便于后期规模开发。镇域尺度综合评价显示,镇域间后备建设用地开发潜力差异明显,在全县大体呈现出西南高、东北低,平原地区高、丘陵山地低的分布态势。总体上看,团风镇、回龙山镇与总路咀镇后备建设用地开发潜力较大,可作为后期重点开发建设区域。

      Under the background of new type urbanization, it is of great significance to carry out the exploitation potential evaluation of reserved construction land for small and medium sized counties to optimize the land use pattern and promote the orderly development of small and medium sized towns.Based on the single evaluation of the quantity, quality and spatial distribution, this paper constructs an evaluation system of the exploitation potential of reserved construction land and takes Tuanfeng county in the middle of the Yangtze river economic zone as an example to carry out an empirical study.The results show: under the existing land development intensity, the reserved construction land in Tuanfeng county reaches 9475km2, about 278 m2 per capita.The quality of reserved construction land is generally not good.The amount of high and medium grade of reserved construction land accounting for only 1481% and 3195% of the total.In terms of spatial distribution, because of land fragmented distribution and far distance, the utilization of it will be difficult in the future.There are obvious differences in the exploitation potential of reserved construction land between towns.leading to a spatial distribution which is high in southwest and plains area, low in northeast and hilly area.In general, Tuanfeng town, Huilongshan town and Zongluzui town have high exploitation Potential of reserved construction land, which can be used as the key development and construction areas in the region.
